Abstract

Within higher education, world-class universities are regarded as elite research universities and play a critical role in developing human resources and generating new knowledge in the context of a knowledge-based economy. Governments around the world have made the operation of their universities at the cutting edge of intellectual and scientific development their policy priority; and top universities make every effort to compete at this global stage. Paths to A World-Class University  provides insights into recent and ongoing experiences of building world-class universities, both at a national level and at an institutional level. It collects fifteen essays, most of which originated from papers presented at The Third International Conference on World-Class Universities , held in November 2009 in Shanghai, China, and organised by the Center for World-Class Universities of Shanghai Jiao Tong University. Divided into two parts, the book: - focuses on the role of world-class universities in national systems; and - looks at institutional experiences and lessons in building world-class universities. This book not only represents a contribution to the ongoing discussion on the topic of building world-class universities, but can be seen a continuation of the previous two volumes on this topic - World-Class Universities and Ranking: Aiming beyond Status  and The World-Class University as Part of a New Higher Education Paradigm: From Institutional Qualities to Systemic Excellence . Abstract

This book attempts to re-imagine the purpose of the doctorate, which has historically been used to prepare leaders who will work to improve the sciences (social and physical), humanities, and professions, while articulating curriculum as a living shape where students, faculty, and institution melded in a humanist and creative process. This idea, seriously eroded by the explosion in doctoral degrees between the early 1970s (20,000 doctorate per year) and last year (to over 46,000) and an explosion in doctoral and research universities that has created a crossroads for the doctorate in America. We believe the value of a doctorate is Intellectual Capital, and are particularly interested in encouraging reflection as an important characteristic of a successful quality doctoral program. We posit that a good doctoral  experience fosters active engagement in reflection on all elements of our work the intellectual, advisory, and pedagogical work of faculty, curricular opportunities, as well as the intellectual of the doctoral candidates through an avocation that drives research and theory in our fields. Specific issues raised in this edited volume include comprehensive analysis of programs, rethinking evaluation and programmatic coherence, doctoral degrees beyond the discipline, subject, and field, and implications of individual identity. Along with authors' chapters, we paid attention to encourage reflection as an important characteristic of a quality doctoral program; positing that good doctoral  experiences foster active engagement in reflection on all elements of the doctoral experience, including program and curricular issues, personal relationships, work, and the creation of a community of scholars.

Abstract

Recent years have seen the strengthening of a discourse that emphasises the virtues of markets, competition and private initiative, vis-à-vis the vices of public intervention in higher education. This volume presents a timely reflection about the effects this increasing marketization has been producing in many higher education systems worldwide. The various chapters of this volume analyse the impact of markets at the system level, with significant attention being devoted to the changes in modes of regulation, the strengthening of aspects such as privatization and inter-institutional competition in higher education systems, and the closer interaction between higher education and its economic environment. Several of the contributors devote attention as well to the implications of market forces for institutional change, notably regarding issues such as mission, organizational structure and governance and the way marketization is affecting the internal distribution of power and the definition of priorities. Finally, the volume includes several chapters focusing on the different markets of higher education, such as the academic labour market, undergraduate and postgraduate education, and research markets. Altogether these chapters provide important insights concerning the many national and institutional contexts in which the marketization of higher education has been taking place around the world.

Abstract

The volume ˜Reform of Higher Education in Europe' is published in celebration of CHEPS' 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS' quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS' early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions' evolving functions, including the university's third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. The book as a whole offers clear descriptions and analyses of how policy processes are implemented through co-ordinated institutional and stakeholder interventions. Abstract

A decade after the Bologna Declaration has called for the establishment of a cycle system of study programmes and degrees all over Europe the changes actually having occurred in this reform process can be measured and assessed. To what extent did the bachelor students gained international experiences during or after their study program? What is the proportion of bachelor degree holders who are employed about one year after graduation? What are the labor market experiences of those bachelor graduates who started to work? Was it difficult to gain relevant employment? What are the employment conditions for bachelor graduates in terms of income, position, working time, unlimited term contracts compared to traditional graduates? To what extent are bachelor graduates working in areas with close relation to their field of study (horizontal match)? Is their level of education needed for their work tasks (vertical match)? These are the key questions which will be answered in this volume based on surveys of graduates from institutions of higher education recently undertaken in ten European countries (Austria, Czech Republic, France, Germany, Hungary, Italy, Norway, Netherlands, Poland, and United Kingdom). The bachelor-master-structure actually implemented varies substantially between the countries and also the consequences of these reforms differ strikingly. In some countries, more students spend a period of study abroad than the goal set for the year 2020 in the Bologna Process; in other countries, not yet a quarter of the expected rate is achieved. Also the frequency of bachelor graduates differs by country who opt for further study, transfer to employment or are both employed and students. The comparative study also provides a wealth of information about the employment and work situation of bachelor graduates as compared to other graduates from institutions of higher education. The book provides relevant information for students and teaching staff at institutions of higher education, employers and politicians and administrative staff dealing with higher education issues.

Abstract

The quality of higher education is a hot topic, especially as students around the world are asked to pay more towards their own education, and expect to get what they pay for. In addition, league tables, both national and international, have come to dominate discussion, with several governments, and many institutions, setting themselves the goal of improving their ratings. In this volume Professor Turner examines the assumptions that are being made about what counts as quality, and what the traditional purposes of universities are. But with the growth of mass higher education, and the rise of student centred approaches to learning and teaching, it has become increasingly clear that high quality education is education that meets the needs of the student at that particular moment, and promotes their future development. After examining a range of different approaches to the quality of higher education and its measurement, Professor Turner develops an approach to benchmarking and quality enhancement that is better suited to the ethos of individualised learning, and uses it to critique the philosophies that have dominated debates about quality to date. This book will be of interest to scholars of higher education, but also has something important to add to debates that engage policy makers in higher education.
